buildings should be exempted.

It is clear that the University cannot be

regarded as a Charitable Institution and that the water consumed within the buildings, staff-quarters and hostels, should be paid for in accord-mce with the Waterworks Ordinance; that is to say in buildings unassessed all the water consumed should be paid for while in buildings assessed the excess consumption only should be paid for.

My suggestion is that if you approve of the Bill and it becomes law exemption should apply to the hostels ad the lecture rooms, laboratories, workshops and other premises used

solely for educational purposes, and to the staff-quarters situnt-

-ed within the University precincts. I make this latter recommends-

-tion because some of the Staff reside as Wardens in the hostels

and it seems undesirable to subject some of the Staff to the pay-

-ment of rates while others are exempt.

The Bill has been made of general application

becsume Institutions may arise which cannot be classed as Schools

and to which it may nevertheless be desirable to extend a measure

af exemption.
